Before Moses gives the law again, he tells the people why it is worth having. No other nation, he says, has a God this near, or statutes this good, or a memory this vivid — they heard God’s voice come out of the fire and saw no shape at all, and that fact is meant to keep them from ever carving one.

Ye Shall Not Add, Neither Shall Ye Diminish
“Ye shall not add unto the word which I command you, neither shall ye diminish ought from it, that ye may keep the commandments of the LORD your God which I command you.”
Deuteronomy 4:2
The word is fixed at full size. You may not pad it with human rules until the original is buried — the mistake the Pharisees would make — and you may not trim off the parts that press on you. The same warning closes the whole Bible: “if any man shall add… if any man shall take away” (Revelation 22:18-19). Scripture is received, not edited.
What Nation Hath God So Nigh
“For what nation is there so great, who hath God so nigh unto them, as the LORD our God is in all things that we call upon him for?”

The greatness of Israel is not its army or its territory — it is smaller than the nations around it — but its access. Other peoples had gods kept at arm’s length by ritual; Israel had a God who answered when they called, “in all things.” The privilege the law came wrapped in was nearness.
Ye Saw No Similitude
“And the LORD spake unto you out of the midst of the fire: ye heard the voice of the words, but saw no similitude; only ye heard a voice… Take ye therefore good heed unto yourselves; for ye saw no manner of similitude on the day that the LORD spake unto you in Horeb.”

Here is the reason behind the second commandment, stated plainly. At the one moment God revealed Himself to the whole nation, He deliberately gave them words and no form — so that they could never honestly say “God looks like this” and cast it in metal. Every image of God shrinks Him to something the maker can manage. He revealed a voice on purpose, and later “the Word was made flesh” (John 1:14) — the only likeness of God He ever authorized was His own Son.
The LORD He Is God; There Is None Else
“But if from thence thou shalt seek the LORD thy God, thou shalt find him, if thou seek him with all thy heart and with all thy soul… Know therefore this day, and consider it in thine heart, that the LORD he is God in heaven above, and upon the earth beneath: there is none else.”
Deuteronomy 4:29, 39
Moses looks past the crossing to a day when Israel will be scattered for idolatry — and even then, he says, the door stands open: seek Him wholeheartedly and you will find Him. The chapter ends with the bare fact the whole book rests on: one God, over heaven and earth, and no other. The next chapter puts that God’s own words back in front of them, the Ten spoken again.
